Legal protection is an important beginning. Understanding what it achieves requires looking at the work that follows.


A measured implementation gap


A new assessment of Thailand’s Racha Islands Marine Protected Area used the IUCN–WCPA management-effectiveness framework. It combined documents, monitoring information, field observations and responses from 69 stakeholders during May–October 2025.


Overall effectiveness scored 54.3%. The context component scored 73.3%, while inputs such as funding, personnel and equipment scored 33.3%. These are assessment scores, not percentages of biodiversity saved or lost.


Management activities had taken place, but evidence of long-term ecological and socioeconomic outcomes remained limited and mixed. The short period since designation, missing pre-designation social baseline and incomplete monitoring constrained causal conclusions.


Avoid the wrong conclusion


The study does not show that marine protected areas are pointless, nor does it establish that this protected area achieved nothing. It shows why legal foundations and completed activities are insufficient on their own to demonstrate long-term effectiveness.


Practical questions for Golfo Dulce


For any future local conservation proposal, SaveGolfoDulce recommends asking who will implement it, what resources they can rely on and how residents can participate. A plan needs named responsibilities and an operating budget as well as a boundary.


The same principle applies to reporting. Patrol hours are an activity; changes in compliance are an intermediate result. Ecological recovery and fair livelihood outcomes require their own indicators. One should not be used as a substitute for another.


A useful public scorecard could show agreed objectives, baseline conditions, monitoring coverage, available resources and unresolved gaps. It should explain missing data openly and avoid presenting every lack of evidence as proof of failure.


Make protection reviewable


A manageable set of measures, collected consistently, can make discussion more concrete. Where results fall short, the next question should be what needs to change: the design, the resources, the implementation or the assumptions.


The Thai scores are not a rating of Costa Rican institutions or Golfo Dulce. Their relevance is the discipline of asking whether protection has the means to work and whether its results can be demonstrated.
